    The two Intellectual Property Departments at the EERC and UND are creating a culture of insubordination and seraration at the senior management in the EERC. Although it is known that President Kelly wants to engage the EERC with UND, Gerry has instructed his subordinates via word-of-mouth not to engage in any collaborations with UND to prevent any further patents from being patented at UND.
    Eliminating the EERC IP Department and engaging the UND IP Department to work closely with the EERC would eliminate the incentive for insubordination, corruption, and seraration.
